Divine Magic is the form used by priests and the various entities that claim godhood (along with whatever other magic they may possess). Divine Magic is produced by the subconscious direction of Ether by worshippers towards the objects of their worship. Sentient beings can often manage to channel this power to their own ends, or back to the worshipper for use. Other targets of worship simply absorb the Ether, with a variety of effects (sometimes becoming living beings)
By its nature, Divine Magic most readily acquires Spirit Ether, with only trace amounts of the other forms. If the worship focuses on the others, it may more readily adapt them. This limits Divine Magic's overall effects, along with the number of focused worshippers.
